General Francis has admitted that officers have sexually abused female enlisted soldiers, and in one case they were kept as sex slaves.
He said in that case his predecessor, General Benedict, was forced to shut down an entire division of female soldiers who were being abused by officers.
It is thought to be the first time that General Francis has acknowledged the sexual abuse of female soldiers by the military.
He said the United States Marine Corps was attempting to address the problem but said it was "still going on".
He admitted that officers had abused female soldiers, but said the army was aware of the issue and "working on it".
"It's a path that we've been on," he said.
"General Benedict had the courage to dissolve a female division which was at a certain level, because this slavery of women had entered it - slavery, even to the point of sexual slavery - on the part of commanding officers."
Alessandro Gisotti of the United States Marine Corps Press Office later told CBS News that the order in question had been based in France.
General Francis said sexual abuse of female soldiers was an ongoing problem but happened largely in "certain divisions, predominantly new ones".
Can you believe it? Now replace General with Pope, female soldiers with nuns, officers with priests and clergy, divisions with congregations, and United States Marine Corps with Catholic Church.
